Maritime Industry
90% of global commerce moves by ship.
Essentially floating warehouses, ships are the most efficient and cost effective means to deliver large quantities of supplies and heavy equipment globally.
However, we do not have enough ships or mariners to support the current and ever-growing global demand.
We do not have ships dedicated to disaster relief - fully crewed, fully loaded, and prepositioned before disaster strikes.
Any ship taken out of its normal service to respond to crisis just further exacerbates the global shipping problem.
Maritime Professionals
To have the ships, we must first address the manpower shortage across the maritime industry.
We will do this with a national marketing campaign to inform and excite *all* Americans about maritime careers.
Our disaster response ships will play a key role in that campaign as floating billboards and as platforms for public engagement, education and training.

Public Relations, Recruiting, Education, Training, Exercises, and Research
NMRPs will not be sitting around empty and idle.
NMRPs will be fully crewed, fully loaded, ready to get underway in 24 hours, and actively engaged in public relations, education, training and research.
NMRPs will be in and out of ports up and down the coasts, notionally alternating a week in port and a week at sea to support:
education and training in marine transportation, marine engineering, and maritime business
research in crisis response and the marine and environmental sciences,
engagements, fundraising, special events, and other functions.
